Building Permit Process in Turkey: A 10-Step Checklist

What steps, in what order, does the building permit process actually involve before construction can start on a plot? A general 10-item checklist you can tick off yourself, from the zoning status document all the way to collecting the permit.

The building permit process is, for most investors, the most abstract and question-mark-filled part of getting a project underway. The checklist below maps out — in order — the steps that must be completed before construction can legally begin on a plot of land. Use it to check off where your own project currently stands.

Important: The measurements and regulatory figures in this article are for general informational purposes. Zoning regulations are updated periodically, and implementation can vary from one municipality to another. Before making any decisions about your project, be sure to confirm the current Planned Areas Zoning Regulation and your municipality's current zoning status. You can write to us with any questions.

The 10-step process

The order and duration of these ten steps can vary by municipality, by the region the parcel is located in, and by the building's intended use. At MEEZ Mimarlık, we manage this entire process in-house — from the zoning status analysis through to collecting the permit — so you never need to deal with a separate permit office.

If you'd like a rough estimate of your plot's maximum construction area and approximate floor count using the floor area ratio and site coverage figures from your step-1 zoning status document, try our Zoning / Floor Area Ratio (FAR-Coverage) Calculator.

The permit is the license to start construction — for the final step that comes after construction is finished, take a look at our article on the occupancy permit (yapı kullanma izin belgesi).

Frequently Asked Questions

What's the first step in the building permit process?

Obtaining the Zoning Status Document ("çap") from the municipality the parcel belongs to — this document, which sets out building rights such as the floor area ratio, site coverage ratio, number of floors, and setback distances, is the starting point of the entire process.

Is the soil survey done before the architectural project stage?

Yes, it's step 2 in the process. Because the soil survey supplies the fundamental data the structural project and foundation type rely on, it needs to be completed early, alongside the applied architectural project.

Why is a contract with a construction supervision firm mandatory?

In Turkey, signing a service contract with a licensed construction supervision (yapı denetim) company is a legal requirement for the building permit application; this firm monitors the project's compliance with the approved plans throughout construction.
