How to Check a Plot’s Zoning Status in Turkey: e-Devlet vs. the Municipality

There are two ways to find out a plot's zoning status — the floor area ratio, site coverage ratio, number of floors, and other building rights: e-Devlet for a quick preliminary check, and the municipality for the official, binding document. We explain the difference between the two and the steps involved.
Zoning status is the fundamental document that shows the building rights a municipality has assigned to a parcel — how many floors you can build, how much footprint you can cover, and what use the land is designated for. It's the very first thing you need to find out before starting any design — and, in most cases, before even buying a plot.
Quick preliminary check: e-Devlet / TKGM
Through Turkey's e-Government portal (turkiye.gov.tr), you can log in with your e-Devlet password and use the "Online Zoning Status Document Application" service, or search the Land Registry and Cadastre Directorate's (TKGM) parcel-lookup services by entering the province, district, neighborhood, and block/parcel numbers. Some municipalities also offer a similar lookup through their own "e-imar" portals. This route is fast and free — but not every municipality offers it online, and the result you get is for information purposes only; it does not replace an official document.
The official, binding document: the municipal zoning office
What you actually need to start a design or proceed with the permit process isn't just information — it's a signed, official Zoning Status Document (commonly known as a "çap"). This document is requested from the zoning office of the municipality the parcel belongs to, with a copy of the title deed, an ID, and a petition. While the online lookup gives you a general sense of the zone you're in, you need this official document for the exact floor area ratio, site coverage ratio, and setback distances your project will be based on.
Why the difference between the two matters
Making an investment decision about a plot based only on the "e-imar" information from an online lookup is risky — plan notes, recent revisions, or restrictions specific to the parcel may not yet be reflected in the system.
