    When does a renovation need a permit in Turkey?

    The information on this page applies to Turkey. Under the Zoning Law, Article 21, any change to a permitted building requires a new permit. The same article explicitly excludes certain works: pointing, interior and exterior plaster, paint, whitewash, joinery, floor and ceiling finishes, electrical and plumbing repairs, roof repairs and re-laying tiles need no permit.

    The Planned Areas Zoning Regulation, Article 59, extends the list: folding glass panels on balconies, window replacement, and interior changes that do not affect the structure or fire safety are also exempt. External insulation, natural gas installation and solar panels need no permit but require a project submitted to the authority and its approval.

    How the tool decides

    Each work leads to one of four results: no permit, no permit with conditions, no permit but authority approval, or alteration permit required. When you select several works, the overall result follows the strictest one: if even one work needs an alteration permit, so does the whole list.

    In condominium buildings there is a second question: under the Condominium Law, Article 19, construction in common parts and a different exterior paint colour need the written consent of four-fifths of all owners. The tool shows separately whether this consent is needed.

    What it doesn't cover

    The tool shows the general rule of the law and regulation. Your municipality's own zoning rules, whether the building has an occupancy permit, non-compliant parts or a protected area can change the result. For a definitive answer, ask the municipality and an architect.

    Do I need a permit to renovate my home in Turkey?

    It depends on the work. Paint, plaster, floor and ceiling finishes, joinery, and electrical and plumbing repairs need no permit (Zoning Law, Art. 21). Work on the structure, joining a balcony to a room, adding a floor or changing the use requires a new permit.

    Do I need a permit to remove a wall?

    If the wall is not load-bearing and does not affect fire safety, it counts as an interior change and needs no permit (Planned Areas Zoning Regulation, Art. 59/1). Work on a load-bearing wall, column or beam needs a permit, and an owner may not make changes in their unit that could damage the main structure (Condominium Law, Art. 19).

    Does external insulation need a permit?

    No, but with conditions: it must not affect the structure, needs the owners' consent, must reach at least energy class C, be done by a certified installer, and requires an application project and approval from the authority (Planned Areas Zoning Regulation, Art. 59/2).

    When do the other owners need to agree?

    Construction, repairs or installations in common parts and a different exterior paint colour need the written consent of four-fifths of all owners (Condominium Law, Art. 19). This consent does not replace municipal approval where a permit is required.
