Alteration Permit (Tadilat Ruhsatı)
In Turkey, the new permit required to alter a building that already has a permit; under the Zoning Law, Article 21, any change to a permitted building requires a new permit. If the gross area of the units does not increase and their use does not change, this permit is exempt from taxes and fees. Pointing, plaster, paint, joinery, floor and ceiling finishes, electrical and plumbing repairs, roof repairs and alterations that do not affect load-bearing elements do not require a permit.

When a new permit is needed
Under Article 21 of Turkey's Zoning Law, any change to a building that already has a permit also requires a new permit. If the gross area of the units does not increase and their nature does not change, this permit is subject to no tax, fee or duty[1].
Work that needs no permit
Under Article 21, joint repair, interior and exterior plastering, painting, whitewashing, gutters, joinery, floor and ceiling finishes, electrical and plumbing repairs and roof repair, including re-laying tiles, are not subject to a permit[1]. Article 59/1 of the Planned Areas Zoning Regulation also treats simple repairs and alterations, folding glass panels on balconies, balustrades, pergolas, gazebos, partition walls, garden walls, wall cladding, repair of chimneys, eaves and roof elements, and window replacement as permit-free; interior design project changes and room-list changes that do not affect the structure or fire safety are permit-free as well[2]. Permit-free but approved work
Under Article 59/2, provided the structural system is not affected and consent is obtained under the Condominium Law, thermal insulation, conversion to natural gas, a solar energy system for the building's own needs and the electrical installation needed for electric-vehicle chargers in shared car parks are not subject to a permit. However, the implementation projects must be prepared and submitted to the authority with a technical responsibility undertaking, and the authority's approval is mandatory[2].
